CI: Test with ASan and UBSan

Think of ways how to run CI tests with address and undefined behaviour sanitizers.

Open questions:

  • is our build machine strong enough for that?
  • do we want to add two new compilations (g++-asan + clang++-asan) or compile with sanitizers only?
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
