Remove all logic related to handling of command scope from visitor.
The handling is done in the grammar and in the parser.
No tricks with parser actions are used.

This commit contains two fixes. One for introspect of bindings, where
we only accept identifier or integer (valid bindings names), which is
different form old parser.

The second change is fix of completion of bindings when used.

This commit also adds test for global scope checking.
